NAPCO -- the New Airport Projects Co-ordination Office, in good bureaucratese. The company I worked for had the program management consulting contract for this doozy. Entire program took from 1991-1998 and cost about US$ 21 billion. Built were a new airport, several new freeways; two new bridges; a viaduct; 25 kilometers of commuter rail and all stations, yards, and cars; a tunnel under Victoria Harbour; and hundreds of acres of reclaimed land. I worked on NAPCO for 3.5 years. It was a grand time My favorite project? The Tsing Ma Bridge -- because I literally wrote the book on the building of the bridge, called "The Lantau Link"
